CHIEF RESEARCH OFFICER

1.1 JOB PURPOSE:
To provide technical and operational leadership for the efficient and effective performance of the Agency’s Research, Monitoring and Evaluation functions.

1.2 DUTIES AND RESPONSIBILITIES

  1.  Provides inputs for the formulation of policies.
  2. Oversees the efficient and effective management of the human, material and financial resources of the Unit.
  3. Oversees the implementation, monitoring and evaluation of the programmes and activities of the Unit.
  4. Oversees the monitoring and evaluation of the programmes and activities of the Agency.
  5. Oversees the preparation of the strategic plan of the Agency.
  6. Ensures compliance with international protocols and treaties.
  7. Oversees the development and implementation of guidelines, strategies and performance indicators for the conduct of research, monitoring and evaluation of the activities of the Agency.
  8.  Oversees the timely preparation, production and dissemination of fact sheets, policy briefs, research findings, reports and peer-reviewed articles.
  9. Oversees the development of the research agenda, research proposals and the preparation of the resource mobilization plan.
  10. Oversees the conduct of research for the Agency.
  11. Coordinates the preparation of the annual report of the Agency.
  12. Coordinates the preparation of the annual work plan and budget of the Agency.
  13. Collaborates with other stakeholders in identifying areas for the conduct of research.
  14. Oversees the implementation of the performance management system within the Unit.
  15. Oversees the preparation of the Unit’s annual and other periodic reports.
  16. Oversees the preparation of the Unit’s annual work plan and budget.
  17. Supervises and appraises the performance of immediate subordinate staff

QUALIFICATION AND EXPERIENCE

  • A minimum of a Master’s degree in Political Science, Public Administration, Economics, Statistics, Project Management or any related discipline from a recognized university or institution.
  • A minimum of eight (8) years post bachelor’s degree relevant work experience, four (4) years of which must be in a management position in a reputable organization.
  • Must be a member of a relevant professional body.
