Who we are

The National African Peer Review Mechanism – Governing Council (NAPRM-GC) is an independent body established to facilitate the conduct of the APRM Country Self Assessments and the monitoring of the implementation of the National Programme of Action.

The NAPRM-GC has a mandate to coordinate and manage a non-partisan and informed assessment of the African Peer Review Mechanism in Ghana with a view to promoting good governance, and effective and efficient service delivery.

Specifically, the Council’s mandate deals with the four thematic areas of the APRM and to promote increased citizen participation in the process, as well as share the country’s APRM experience with Ghanaians, African and international institutions and organizations.

Our Mission

The mission of the APRM is to promote the African Union’s ideals and shared values of democratic governance and inclusive development by encouraging all Member States of the Union to collaborate and voluntarily participate in the home grown, credible, rigorous, independent and self-driven peer review process and the implementation of its recommendations.

Our Mandate

The mandate of the APRM is to ensure that policies and practices of participating Member States conform to the agreed political, economic and corporate governance values, codes and standards contained in the African Union Declaration on Democracy, Political, Economic and Corporate Governance. As a voluntary self-monitoring instrument, APRM fosters the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated regional and continental economic integration through sharing of experiences and best practices, including identifying deficiencies and assessing the needs for capacity building.

Our Principles

Every review exercise carried out under the authority of the Mechanism must be technically competent, credible and free of political manipulation. These stipulations together constitute the core guiding principles of the Mechanism.

Our Purpose

The primary purpose of the APRM is to foster the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated sub-regional and continental economic integration through sharing of experiences and reinforcement of successful and best practice, including identifying deficiencies and assessing the needs for capacity building.

1. The Governing Council

The APRM is governed by a 7-member Governing Council. The Council provides strategic leadership and an accountability structure for the APRM process in Ghana. The members of the Council are:

Functions and responsibilities of the NAPRM-GC

 

  • Exercises oversight responsibility of the national APRM programme, with the view to ensuring the independence, professionalism and credibility of the process;
  • Ensures the APRM is a national exercise by engaging the Executive, Parliament, Judiciary, civil society, political parties, the private sector, trade unions, traditional authorities, persons-with-disability and other institutions in an all inclusive process;
  • Monitors and evaluates the progress of implementation of the National Programme of Action

 

2.     The Secretariat

The Governing Council is supported by a small number of support staff which provides secretarial, technical, co-ordinating and administrative support services to the Governing Council. The Secretariat is headed by an Executive Secretary.

The Technical/Operations Unit

This Unit undertakes the core functions of the Council.

  • It plans and executes programmes and projects of the Secretariat
  • Coordinates capacity building interventions
  • Collects and analyses data to inform progress reports
  • Establishes linkages and networks with relevant stakeholders

The Unit comprises:

  • Programme Officer, Economic Management and Corporate Governance
  • Research & Documentation Officer

Administrative Unit
The Unit coordinates the plans and programmes of the Units for the advancement of the goals and objectives of the organization.

The Unit comprises:

  • Director, Administration
  • Administrative Officer
  • Secretary and Receptionist

Finance/Accounts Unit
The Unit develops strategies for financial resource mobilization, and produces internal and external reports on financial transactions of the organization.

The Unit comprises:

  • The Principal Accountant
  • Senior Accountant

The Audit Unit
The Unit ensures the prudent use of resources.

The Unit comprises:

  • The Internal Auditor

The Public Affairs Unit
The Unit projects and promotes the APRM through the media.

The Unit comprises:

  • The Public Affairs Officer
