It is chaired by Prof. Akilagpa Sawyerr, Director of Research at the Association of African Universities (AAU) and former member of the Council of State. Other members of the council are Prof. Kwesi Botchwey, Chairman of the NDPC; Prof. Henrietta Mensah-Bonsu, Executive Director of the Legon Centre for International Affairs and Development (LECIAD); Mr. Samuel Akuamoah, acting chairman of the National Commision for Civic Education (NCCE); Most Rev. Prof. Emmanuel Asante, Chairman of the National Peace Council; Mr. Richard Quayson, acting Commissioner of the commission for Human Rights and Administrative Justice (CHRAJ); and Dr. Lawrence Kannae, Vice-Chairman of the Public Services Commission.

Inaugurating the council, President Mahama said it created opportunities for the country to advance democracy and expressed the hope that the APRM would provide the vehicle for the achievement of economic growth through its activities. He called on the council to assist the government to implement the Sustainable Development Goals (SDGs) endorsed by the United Nations General Assembly.
